VA character-of-discharge determination
VA decides whether service was under other-than-dishonorable conditions for VA benefits only. It does not change the DD-214. A June 25, 2024 rule added a compelling-circumstances exception and lets some previously denied OTH/bad-conduct cases reapply. Separate from a Discharge Review Board or BCMR upgrade.
Who it is for. OTH, bad-conduct, and some other discharges. VA starts the review when you file for health care or compensation.
Bring. Claim for VA health care or disability plus any statements about the circumstances of discharge. VA also requests service-department records.
FortSource maps the official page. No claim filed on anyone’s behalf. Not VA, not DoD, and not legal advice. The issuing agency’s form wins.
